I have to say that many Recruits are still to fresh to get permission to walk outside doing patrols and stuff. They don't even own a PDA or gun, and already start detaining Citizens for crime without actually knowing what to do, and how to use the PDA. If they finally made it to the next rank, they should be mostly outside with a higher ranked Civil Protect who interact as some kind of Supervisor, who must truly say if this person actually fit in the CCA or not. I just have some problems that many CP's are so soft hearted and nice to Citizens, I even meet a few who give out 3 rations for someone who did follow their orders. It should be already a honor for a citizen to take the trash of an Civil Protect and resycle it, without getting beaten for asking.

If you've actually seen these discrepancies, please report these officers IC'ly to a higher rank.
